If you want to start your own Internet TV Station BrightCove is a good solution. BrightCove market is corporations so be prepared to pay a hefty price. They have very recognizable customers; Bravo, Discovery, AMC, Oxygen, TV Land, Sony BMG, Warner Music. If you are looking for a standalone platform that is open source (i.e. you can modify) we have not found any. If anyone has found such a platform or built such a platform please contact us.
